The XBRL International Steering Committee (ISC) announces the formation of the XBRL International Best Practices Board (BPB). This new Board is charged to actively manage the production, dissemination and continual improvement of work products that describe methods and processes for successful development, implementation, integration, maintenance and usage of XBRL specifications. The BPB will report to the ISC and is authorized to form "practice working groups" as necessary for specific tasks. The BPB Charter will be found along with other governing documents on the xbrl.org website at http://www.xbrl.org/GoverningDocuments/.
The ISC formally passed a motion to approve the charter of the XBRL International Best Practices Board on 4 March 2008, during a regular conference call meeting. This change to the organization of XBRL International is being implemented immediately under arrangements as described below. Volunteer members of the ISC currently fill and operate as the “Interim Best Practices Board.” The ISC named as Interim BPB chair Walter Hamscher, current member of the XBRL International Board of Directors and former Chair of the XBRL International Steering Committee.
The XBRL Nominations Committee is actively developing the procedures and timeline for recruitment of the first elected members of this Board. A call for applicants will be announced shortly.

XII calls for applications for membership of the XBRL International Best Practices Board

The XBRL Nominations Committee seeks applicants to the newly approved XBRL International Best Practices Board (BPB). The BPB will consist of seven members appointed by the XBRL International Steering Committee. Ideally each member will bring practical experience in XBRL implementation and fill a specific competency-role to ensure appropriate and balanced perspective, and a blend of skills. The targeted competency mix of BPB members currently sought is:
- Two Members: Program management – with practical experience in XBRL program management, and a focus on the design of feature sets based on functional requirements arising from the gathering, analysing and prioritizing of requirements from business to functionality. Competencies include the ability to drive key trade off decisions, to illustrate the best sequencing of features over time from a design perspective that they also meet requirements, and to evaluate the resource requirements for development and the delivery capacity of a distributed, matrix team.
- Two Members: Regulatory reporting management experts - with direct experience in XBRL regulatory reporting, and a focus on the design and/or operation of end-to-end business processes associated with regulatory reporting. Competencies and experiences in designing and managing systems from the business owner perspective and defining business architecture. Must have an understanding of the process of implementing new technology in government and large organizations, working closely with IT and business teams.
- One Member: Financial Analysis expert - with broad experience in using XBRL in financial analysis having a focus on the processes and methods used to collect and align data from disparate organizations, especially in international settings.
- Two Members: Software – with demonstrated experience in implementing XBRL enabled software solutions with a focus on XML and specifically XBRL technology. Competencies and experiences in designing and developing such software.
All members must demonstrate a record of working in international settings with clear competencies in teaming, judgment, negotiation, and strategic planning.
Applicants are asked to submit a CV including a cover letter stating how they align with the targeted competencies stated above, by 2 May 2008 to bpb@xbrl.org .
UPDATE – May, 2008
The XII International Steering Committee approved a motion to extend the deadline for applications to the Best Practices Board to May 9th, 2008. While it is very pleased by the number and quality of the applications received by the deadline the interest expressed in the Best Practice Board leading up to the Eindhoven conference has encouraged a brief extension of the deadline.

On Monday, the SEC will hold an open Commission meeting to vote on a proposal to mandate XBRL. Given that this has been one of Chairman Cox's top priorities since he took office - and the Chairman and SEC Staff have not been shy about their timeframe to kick-start mandatory XBRL - this is no surprise.

The Base Specification and Maintenance Working Group and the Formula Working Group have published the third Public Working Draft of the Generic Links Specification. This specification aims to facilitate the creation of new kinds of metadata by providing additional concrete linking components, as well as guidance for the definition of custom linking components. Comments are invited from the Public and should be addressed to specification-feedback@xbrl.org.
