EBA proposes to do the disclosure work for small banks
Here’s a compelling demonstration of what high-quality structured data makes possible. The European Banking Authority (EBA) has published a Discussion Paper proposing a simplified process for small and non-complex institutions (SNCIs) under its Pillar 3 Data Hub (P3DH) – one in which the EBA itself would calculate and publish Pillar 3 disclosures on behalf of these banks, using the supervisory reporting data they already submit to competent authorities.
Because regulators already hold rich, standardised, machine-readable data on these institutions, the disclosure step can be automated centrally; eliminating duplicative work for smaller banks entirely while improving the transparency, comparability and accessibility of Pillar 3 information through a single access point. It is ‘report once, use many times’ in action, and a model other regulators might study.
The P3DH went live for large and other institutions on 26 January 2026; this paper extends the framework to SNCIs, as mandated under the Capital Requirements Regulation (CRR). Comments are invited by 20 July 2026, with a public hearing on 1 July.
