ESAs open consultations on Taxonomy KPIs

The EBA has published a Discussion Paper exploring a proposal to simplify key performance indicators (KPIs) under the Taxonomy Disclosures Delegated Act (Article 8 of the Taxonomy Regulation). This is the first step in its response to the European Commission’s March 2026 Call for Advice, feeding into the Commission’s review of the Delegated Act and the wider Omnibus simplification effort.

The core of the paper targets the KPIs that have been least used: the fees and commissions, trading book and off-balance-sheet KPIs for credit institutions, and the “other services” KPI for investment firms. Around that sit a set of tidy-ups — aligning grandfathering provisions with the EU Green Bond Regulation, clarifying how groups should report, and working out how the operational expenditure KPI disclosed by non-financial companies should feed into financial institutions’ own KPIs. EIOPA and ESMA are consulting in parallel within their remits, with the three authorities coordinating on cross-cutting issues before submitting advice to the Commission in October 2026.

Taxonomy KPIs are among the most quantitative disclosures in the EU sustainability framework, and because they form part of the sustainability statements to be digitally tagged under the CSRD, decisions taken now about which KPIs survive, and how they are defined, will influence future taxonomy design and the analytical usefulness of tagged data. A public hearing takes place by webinar on 16 July, 13:30–15:00 CEST (register by 13 July), and comments are due by 12 August 2026.
