EIOPA proposes a redesign of insurers’ Taxonomy disclosures

As its contribution to the coordinated ESA consultations, EIOPA is consulting on changes to insurance corporate disclosures under the EU Taxonomy framework for environmentally sustainable activities.

(Note for our readers: this is the EU’s classification “taxonomy” under Regulation (EU) 2020/852, not an XBRL taxonomy — though the two intersect, as these KPIs will form part of digitally tagged CSRD sustainability statements.)

The central proposals are KPI revisions. The underwriting KPI would be narrowed and renamed the “Adaptation Underwriting KPI”, with its denominator limited to Taxonomy-eligible lines of business. A new “Green Insured Activities KPI” would measure Taxonomy-aligned insured business, bringing insurers into line with the look-through approach used in banking and investments. Reporting itself would get lighter, with more visibility: templates are simplified, the gas and nuclear breakdowns dropped, and Taxonomy disclosures given greater prominence in annual reports, while a joint proposal with the EBA and ESMA would streamline group reporting around the parent’s main business.

A public hearing takes place on 16 July, and feedback is due via EIOPA’s online survey by 12 August 2026.
